Senate OK’s treaties on aviation security, taxation, 3 others

The Senate approved on final reading five resolutions concurring in the accession and ratification of international conventions and bilateral agreements covering aviation security, criminal justice cooperation, space activities, higher education, and taxation.

Approved by the chamber during the plenary session on Monday, September 7, 2026, were Senate Resolution Nos. 622, 624, 625, 626, and 628, strengthening the Philippines’ cooperation with other countries and international organizations in various areas of mutual interest.

Senate Resolution 622 seeks concurrence in the accession to the Protocol to Amend the Convention on Offences and Certain Other Acts Committed on Board Aircraft. The measure strengthens the international legal framework governing offenses committed aboard aircraft and supports efforts to address aviation-related security concerns.

Senate Resolution 624 provides concurrence in the ratification of the Philippine-India Treaty on Mutual Legal Assistance in Criminal Matters, which establishes mechanisms for cooperation between the two countries in the investigation, prosecution and prevention of criminal offenses.

The Senate also approved Senate Resolution 625, concurring in the ratification of the Convention on International Liability for Damage Caused by Space Objects. The convention provides the Philippines an international legal basis and mechanism for claiming compensation in case of damage caused by space objects of other States, while also supporting commercial space activities by providing a legal framework for liability, insurance coverage, and indemnification.

Meanwhile, Senate Resolution 626 seeks concurrence in the Philippines’ accession to the Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education. The agreement aims to facilitate the fair and transparent recognition of Philippine higher education qualifications abroad, thereby supporting the academic and professional mobility of Filipinos within the Asia-Pacific Region.

The chamber likewise approved Senate Resolution 628, concurring in the ratification of the Philippines-Cambodia Agreement on the Elimination of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income.

The agreement seeks to mitigate the adverse effects of double taxation on individuals and business enterprises deriving income from cross-border activities and transactions, and enhance bilateral economic and trade relations between the Philippines and Cambodia.

With the approval of the five resolutions on third and final reading, the Senate advances the Philippines’ participation in international agreements designed to strengthen cross-border cooperation, provide greater legal certainty and support the country’s diplomatic, economic, educational and security interests.
