PH Seeks More Tech Investments as OpenText Expands
The Philippines is positioning itself to attract more high-value technology investments and create additional skilled jobs as Canadian enterprise software firm OpenText expands its presence in the country.
During meetings in Canada, Trade Secretary Cristina A. Roque and Finance Secretary Frederick D. Go held discussions with OpenText executives on the company’s growth plans in the Philippines, including investments in cloud computing, artificial intelligence (AI), cybersecurity, and other advanced digital technologies.
Among the projects discussed was a proposed US$8 million to US$10 million cloud transformation initiative with BDO Unibank over the next five years. OpenText also expressed interest in supporting the Philippine government’s digital transformation through AI-powered citizen services, cybersecurity, secure cloud infrastructure, digital records modernization, and digital forensics.
The Philippine delegation reaffirmed its commitment to supporting OpenText’s long-term expansion through the Department of Trade and Industry, particularly the Board of Investments, in coordination with the Philippine Trade and Investment Center offices in Toronto and London.
Secretary Roque said OpenText’s expansion reinforces the Philippines’ growing reputation as a destination for high-value digital investments.
“OpenText’s plans align with our national agenda to build a robust, secure digital economy. From AI-driven public services to critical banking infrastructure, this expansion shows how we work closely with global technology leaders. Under the leadership of President Marcos Jr., the Philippines is driving a highly competitive, pro-foreign trade environment,” Roque said.
She added that incentives under the CREATE MORE Act, combined with the country’s economic zones, skilled workforce, and Green Lane for Strategic Investments, are designed to accelerate major technology investments.
The Cabinet officials also highlighted government initiatives to strengthen the country’s digital talent pipeline through industry-academe partnerships focused on AI, cybersecurity, cloud computing, and software engineering.
OpenText currently employs more than 1,300 professionals at its Makati City office, one of the company’s largest global delivery hubs. Its Philippine operations provide software development, implementation, managed services, enterprise information management, cybersecurity, and cloud solutions for clients across the Asia-Pacific region and other international markets.
The Makati facility, unveiled in 2024, also serves as OpenText’s specialized global cybersecurity hub, providing round-the-clock detection, monitoring, and response to cyber threats across the company’s cloud networks.
