Top Line to Triple Cebu Storage Capacity with New Energy Complex
Topline is accelerating its growth expansion in the Visayas with plans to develop the Top Line Energy Complex in Cebu, a major fuel logistics and storage hub that will significantly boost its storage and distribution capabilities.

Through its subsidiary Topline Logistics and Development Corp. (“Topline Logistics”), the Company signed a sublease agreement with the Lu Do & LuYm Group for an approximately 30-million-liter fuel depot facility in Cebu, marking the first phase of the project.
The Top Line Energy Complex is envisioned to support TOP’s rapidly expanding operations while contributing to stronger energy security and fuel supply resilience across the Visayas.
The initial phase of the project will focus on the refurbishment and optimization of the depot facility, with completion targeted by the fourth quarter of 2026. Once operational, the facility is expected to increase TOP’s existing 10-million-liter storage capacity by approximately 300%, significantly enhancing the Company’s logistics capabilities, operational efficiency, and supply chain reliability.
The expanded storage capacity is expected to support the continued growth of TOP’s network of Light Fuels service stations, as well as its commercial and industrial customer base.

Douglas Luym, Chairman of the Lu Do & LuYm Group, said the partnership combines the strengths of both companies to help build a more resilient fuel supply chain in the region.

TOP said discussions are ongoing for succeeding phases of the project, which may further expand the facility’s overall storage capacity depending on market demand.
Once fully developed, the Top Line Energy Complex is envisioned to become a major logistics and distribution hub supporting TOP’s fuel operations across the Visayas and other key growth areas.
