Project: T.A.I.W.A.N. Delivers Aid and Culture in Manila
A Taiwan-led humanitarian and cultural outreach initiative brought free healthcare services, relief assistance, and a taste of Taiwanese night market culture to underserved residents in Manila on May 24 through “Project: T.A.I.W.A.N.”
The community outreach program was spearheaded by Gavin Tan, a candidate for Taiwan’s Overseas Community Affairs Council (OCAC) International Youth Ambassador program, and held at the Chiang Kai Shek College campus in partnership with the Taiwan Association Inc. Philippines (TAP), TAP Youth Chapter, Chinese General Hospital and Medical Center (CGHMC), CGH Medical Center Social Development Foundation, Chiang Kai Shek College, and barangay representatives from Tondo, Manila.
Designed to promote humanitarian service and cultural exchange, the initiative combined a free medical mission with interactive Taiwanese cultural activities aimed at supporting grassroots communities.

Medical professionals from Chinese General Hospital and Medical Center provided free consultations, blood pressure monitoring, and basic healthcare services to around 400 residents, many of whom have limited access to regular medical care.
As part of the outreach effort, the Taiwan Association Inc. Philippines and the TAP Youth Chapter also distributed “Taiwan Care Packs” to underprivileged families in the community.
Beyond healthcare assistance, Project: T.A.I.W.A.N. introduced residents to Taiwan’s vibrant night market culture through interactive games and cultural booths. Children and parents enthusiastically participated in classic Taiwanese-style activities such as ring toss and traditional pinball games, creating a lively atmosphere that strengthened people-to-people ties between Taiwan and the Philippines.
Minister Dustin Teng-shi Yang of the Taipei Economic and Cultural Office (TECO) in the Philippines said Taiwan continues to uphold the “Taiwan Can Help” spirit through humanitarian outreach, medical assistance, and cultural engagement initiatives abroad.

“It is encouraging to see Taiwanese youth, overseas Taiwanese organizations, and Philippine community groups working together to bring care and friendship directly into local communities,” Yang said.
Chinese General Hospital and Medical Center representative Ramon Chuaying said the hospital was honored to collaborate with Taiwanese community organizations in extending healthcare services to underserved sectors in Manila.
TAP President Jia Hsieh described the initiative as “more than a medical mission,” emphasizing that the activity embodied compassion, unity, and hope through collective community action.
For project lead Gavin Tan, the initiative aimed to share “Taiwan’s warmth, kindness, and culture” with communities most in need while encouraging young people to engage in meaningful public service.
Among those present during the event were TAP Honorary President Frenny Lee, TAP Vice President Yu-Chou Lin, TAP Youth Chapter President Christine Hsieh, Secretary General Danny Kang, TECO Culture Center Director Eric Po-chih Chuang, and Deputy Director Florian Chen-Nan Chien.
